This document is meant to explain your accomplishments and why you are the best fit for the position they are hiring for. This could also elaborate points on your resume and explain and gaps of work experience on your Resume.
Why is a Cover Letter important?
Your Resume and Cover Letter is the Hiring Manager's first impression of you. While a Resume is meant to be more of a condense document of all your skills and work experiences, a Cover Letter is to help explain yourself a bit more with brief paragraphs. It would help the hiring manager/employer connect with you and decide if they want to interview you.
Your Cover Letter is meant to complement your Resume, not just copy it. You should layout your Resume similar to Cover Letter. And customize your Cover Letters for the specific job you are applying for.
